The Urban Spotlight spans from the roundabout of Wu-Fu 3rd Road and Chung-Hua Road to the intersection of Wu-Fu 3rd Road and Chung-Shan Road, with Central Park as a northern neighbor, and Kaohsiung MRT Central Park Station and the extremely popular New Jyuejiang Shopping Area in close proximity. The shopping mecca P262 is nearby too. The Urban Spotlight was only inaugurated in October 2001, one of the newest hot spots of the city.

• Construction for the Urban Spotlight began in July 2001, a project generously supported by then Kaohsiung Mayor Frank Hsieh and the Bureau of Redevelopment.
• Construction completed in September 2001, this arcade of lights measured roughly 150 meters long and 10 km wide.
• Then Mayor Frank Hsieh inaugerated the Urban Spotlight together with the nine artists who created it.
